The Business Improvement District was created as a private sector initiative for implementing the downtown improvements strategies contained in the following adopted City plans: Memorial Park Neighborhood Plan, Woodlawn Neighborhood Plan, Hartford Model Downtown Program Report and any subsequently adopted City Plans. The BID is under the advisement of a Board of Directors who are either property or business owners within the BID District.
